“What sort of activities does our current taxation system encourage? What sort of activities does it discourage? Are business interests and environmental interests inherently at odd with each other? Does a tax on waste ‘add costs’ to the economy, or does it simply shift them from one sector to another? Is a carbon price really just a ‘great big tax’, or is it merely a tool for steering the behaviour of industry?”
